About the JDIC:

The Jamaica Deposit Insurance Corporation (JDIC) was created by the Government of Jamaica to protect depositors and promote stability and confidence in Jamaica’s financial system and has a mission to:

  • Protect insured deposits against loss due to the non-viability of Deposit Taking Institutions;

About the Role:

The incumbent is required to manage the Corporation’s procurement system and processes for all goods, works and services to ensure transparency, objectivity, integrity and efficiency, consistent with relevant Government of Jamaica, international and internal policies, legislation, regulations and guidelines.  The incumbent also manages the process for disposal of the Corporation’s assets. The role is supported by a Public Procurement Officer and reports to the Chief Finance and Corporate Services Officer while ensuring the development of collaborative relationships across the organization.  The core responsibilities are grouped as follows:

 

Management and Administrative 

 

  1. Ensure that procurement practices and disposal-of-asset practices conform to all relevant legislation, regulations and guidelines and are consistent with corporate objectives, plans and initiatives, e-procurement and records management standards. 
  2. Update the internal Procurement Policy/Guidelines and Disposal of Assets Policies as required and submit for review and approval by the relevant committees.   
  3. Submit monthly Public Sector Reporting System (PSR1) reports to the MoFPS as well as quarterly procurement reports to the Office of the Contractor General (OCG). 
  4. Coordinate and ensure the preparation and presentation of reports on procurement activities for monthly Committee of Management Meetings as well as Board Committees and Oversight Agencies, as required. 

Technical/Professional  

  1. Actively participate in all corporate planning sessions, provide guidance and gather needs, and prepare annual and projected Procurement Plans for input to the Corporate Plan. 
  2. Provide guidance and advice to the Chief Officers, Directors, Managers and other Officers on Public Procurement policies and procedures and maintain communication on the workflows and decisions in procurement and asset disposal matters as well as the related oversight provided in the FAA Act. 
  3. Monitor and ensure that accurate and up to date Procurement Records are maintained and that Procurement practices conform to the GOJ Public Procurement Act, e-procurement requirements and any other governing guidelines in force at the time. 
  4. Be the champion for Public Procurement and coordinate and conduct orientation sessions as well as specialized Procurement training.  
  5. Coordinate and undertake end-to-end management of the procurement of goods, services and works by advising on the preparation of procurement requisitions, terms of references (TOR) and the methodologies, providing guidance and support in the development of shortlists, and managing and monitoring the e-procurement workflow including evaluations and close out actions to ensure compliance with the objectives and principles of the GOJ Public Procurement Procedures Guidelines.
  6. Monitor the preparation and forwarding of purchase orders to suppliers and follow-up to ensure the timely delivery of supplies. 
  7. Manage the end-to-end tender process within strict deadlines for the procurement of goods, services and works by preparing RFPs or RFQs, soliciting quotations/proposals from eligible bidders, leading tender clarification meetings and/or site visits with bidders as necessary, conducting eligibility assessments, liaising with and guiding the Evaluation Committee and making submissions and reports to the Procurement Committee in accordance with GOJ procurement guidelines and staff requirements.
  8. Lead the communication with bidders to a high professional standard and in line with protocols and guidelines and optimization of the e-procurement system features.
  9. Monitor the JDIC’s Procurement activities to ensure conformity to the Procurement Plan and effective use of the GOJ Electronic Procurement (GOJEP) platform and ensure timely meetings with the Procurement Committee.
  10. Review reports for submission to MOFPS, PPC, IC and Cabinet and manage the resolution of issues raised by the PPC and/or the IC, ensuring they are addressed in a timely and efficient manner.  
  11. Oversee the disposal of asset process and the preparation and presentation of submissions to the Disposal of Assets Committee for consideration. 
  12. Review and Release invoices on the accounting system to enable payment by the relevant Accounting Officer. 
  13. Keep abreast of changes in procurement practices and regulations and make recommendations for their adoption to enhance the Corporation’s procurement function. 
  14. Monitor inventory and orders to mitigate against waste and extravagance. 
  15. Manage the supplier base by identifying potential suppliers, monitoring performance, maintaining effective supplier relationships and documentation. 

Human Resource Management:  

  1. Undertake full line manager responsibilities for talent development, performance management, recruitment, movements, workforce and welfare management in partnership with the Human Resources management function.
  2. Provide inspirational leadership and guidance to Direct Report(s) through effective planning, delegation, communication, training, mentoring and coaching to nurture the desired culture.  

 

About the Person:

The preferred candidate needs to have the following:

Qualifications, Experience, Specific Knowledge and Skills:

  • Bachelor’s Degree in Finance, Accounting, Business Administration or Public Administration Management. 
  • Certificates in Public Procurement: INPRI Level 1- 4 
  • A minimum of Five (5) years’ experience in procurement in the public sector. 
  • Working knowledge and understanding of the Government of Jamaica’s Public Procurement Guidelines and procedures and the GOJEP System.
  • Working knowledge of the FAA Act.
  • Proficiency in the use of the MS Office Suite and other relevant software. 
  • Strong analytical and problem-solving skills. 
  • Strong written, oral and presentation communications skills. 
  • Strong time management and interpersonal skills. 
  • Highly organized and self-driven.
  • Ability to work independently as well as on a team. 
  • Ability to travel to meet with suppliers off-site and/or travel to suppliers’ premises to view items and towork beyond normal hours and on weekends to meet deadlines.
